Contracts have been signed with contractors for the construction of a main water pipeline in Mykolaiv and a new water intake from the Southern Bug River without open bidding. The total cost of the works exceeds 5 billion hryvnias.

The Infrastructure Restoration and Development Service in Mykolaiv Oblast has signed contracts for the construction of a water intake from the Southern Bug River (in Nova Odesa, Mykolaiv Oblast) and a main water pipeline to supply water to the city of Mykolaiv for the II and III construction sections. The contracts were published in the "Prozorro" system on November 4.

LLC "Ukrtransmost" will construct the second section of the pipeline, with a cost of 2 billion 531 million 948 thousand 228 hryvnias. For this amount, the company will build a 25.3 km pressure pipeline to the crossing over the Ingul River.

The company "Rostdorstroy" is to construct the third section of the pipeline, which will cost 2 billion 634 million 826 thousand 731 hryvnias. This section includes the crossing over the Ingul River and a 22.3 km pipeline to the Oktyabrskoye Reservoir.

Both contracts stipulate that all survey works and project creation should be completed as early as November.

The Infrastructure Restoration and Development Service explained that the decision to sign contracts without a tender was made because "time is pressing."

"According to the Resolution, the implementation period for the experimental project on the construction of main water pipelines is set until December 31, 2024. Considering that the possibility to start procurement for the Service arose only on October 17, 2024, and the experimental project must be completed by December 31, 2024, with an urgent need for procurement, it is impossible to meet the timeline for procurement through open bidding, especially given the critical circumstances regarding drinking water supply in Mykolaiv, which is a general necessity driven by national interests and the interests of the Mykolaiv territorial community, taking into account the specifics and deadlines of the experimental project - until December 31, 2024," the message states.

The tender documentation states that the works must be completed by December 25, 2024. However, the contract itself indicates that in 2024 the contractor will receive only 130 thousand hryvnias, while the remaining funding will be allocated in 2025. The contractor responsible for the construction of the water intake has not yet been identified.

The company "UKRTRAMSMIST" has been registered in Kyiv since December 2006. Its charter capital amounts to 8.9 million hryvnias. The firm specializes in the construction, reconstruction, and repair of bridges.
