The government has allowed drivers to settle traffic accidents without involving the police. What are the conditions for this new regulation?

The Cabinet of Ministers of Ukraine has approved amendments to the Traffic Regulations concerning mandatory insurance. According to the new version of the Traffic Rules, drivers are permitted to independently prepare a report on a traffic accident for insurers, without the involvement of police representatives. This is applicable if only two vehicles are involved in the accident and there are no injuries to individuals. The resolution dated January 10, 2025, No. 19 has been published on the Government Portal.

The changes to the Traffic Regulations allow car owners not to notify the police about a contact accident if the damage is limited to vehicles only, with no consequences for life and health, and if the drivers show no signs of alcohol, drug, or other intoxication.

Drivers can collaboratively prepare a report on the traffic accident in either paper or electronic form to provide to their insurer, without involving representatives of the National Police of Ukraine.

Once the report is completed, drivers may leave the accident scene and are not required to inform the National Police about the incident, as stated in the new resolution. Previously, according to the Traffic Rules, drivers could instead of calling the police, visit the nearest post or other National Police body to process the necessary documents there.

The Cabinet’s resolution emphasizes that drivers must carry with them, in either electronic or paper form:

• a valid insurance policy (contract) for mandatory civil liability insurance for owners of land vehicles, the details of which are confirmed by information contained in the Unified Centralized Database;
• or a "Green Card" insurance certificate issued by a foreign insurer.

On January 10, the Ministry of Internal Affairs of Ukraine reported on new features for vehicle drivers in the "Diia" application. In addition to text notifications of fines for traffic violations, Ukrainians will receive photo and video evidence of the violation moment.
