Land corruption in the capital: the court has suspended Deputy Head of the Kyiv City State Administration Olenych for two months.

He and nine others, including former and current members of the Kyiv City Council, are suspected of illegally acquiring land in Kyiv for development.

The High Anti-Corruption Court (HACC) has granted the prosecutors' request and suspended the Deputy Head of the Kyiv City State Administration (KCSA) from his position for two months. He is suspected of illegally acquiring land in Kyiv for construction purposes.

This was reported by the Specialized Anti-Corruption Prosecutor's Office (SAP).

According to SAP, the Deputy Head of KCSA abused his authority to benefit a criminal organization.

“He exercised control and coordinated the activities of officials from the Department of Land Resources and the subordinate municipal enterprise 'Kyiv Institute of Land Relations' (KILR), ensuring they made decisions in favor of the criminal organization. Additionally, he facilitated the submission of draft decisions to the Kyiv City Council that were necessary for the implementation of corrupt schemes and for strengthening the organization's influence,” SAP reported.

In early February, HACC placed Deputy Head of KCSA Petro Olenych in custody for two months. A few days ago, he was released from pre-trial detention after a bail of 15 million UAH was posted on his behalf.

Overall, in addition to Olenych, nine other individuals are suspected of involvement in the illegal acquisition of land in the capital. Law enforcement officials have established that from 2019 to February 2025, a criminal organization consisting of former and current Kyiv City Council deputies and officials (KCSA) operated in Kyiv. They used their official powers, positions, and connections to gain control over certain matters related to land, budget, and investment in the city.

Background. Earlier, Mind reported that Kyiv City Council deputies and KCSA officials illegally transferred land valued at 11.6 million UAH from the ownership of the Kyiv territorial community in the city center during 2023-2024.
