General Galushkin was released from custody after a 5 million UAH bail, but was later re-arrested. Here's what the State Bureau of Investigation reported.

During the Russian offensive on Kharkiv in the spring of 2024, Ukrainian Armed Forces fighters received incorrect orders from the then-commander of the Joint Forces Operation in Kharkiv, as explained by the State Bureau of Investigations (GBR). Investigators have uncovered new evidence, leading to the announcement of a new arrest.

Due to the fact that the former commander of the operational-tactical group (OTG) "Kharkiv" ignored intelligence data, Russian Armed Forces units invaded the territory of the Lipetsk community in the Kharkiv region in May 2024. The former commander did not believe in an enemy advance, which resulted in casualties, injuries, and missing personnel among the Ukrainian Armed Forces, while the Russians came within artillery range of Kharkiv. The top officer was handed a suspicion, a preventive measure was chosen, and he was released from pre-trial detention on a bail of 5 million UAH. The State Bureau of Investigation reported on the accountability of the former head of the OTG "Kharkiv," new details of the case, and his recent arrest reported by the press service.

Detention of Generals — GBI Statement January 22

The GBI press service explained why General Halushkin was detained upon his release from pre-trial detention. It turned out that within a day, investigators discovered new facts regarding the failure of the defense in the Kharkiv region, which allowed the Russians to capture part of the Lipetsk community. Law enforcement officials brought new charges against the individual, adding a new charge under part 4 of article 425 (negligence in service) to the previous one, and a new charge under article 429 (desertion or refusal to fight). The punishment for the first charge is imprisonment for a term of five to eight years, and for the second, from five to ten years.

Facts that led to GBI investigations regarding Halushkin:

  • ignored intelligence data about the buildup of Russian military forces at the Kharkiv region border;
  • misjudged the likelihood of an enemy advance, as he disregarded the intelligence reports. According to investigators, the general considered the Russian advance "unlikely";
  • issued incorrect orders that resulted in the loss of personnel and the occupation of Ukrainian territory;
  • due to command miscalculations and the retreat of units from the 125th Territorial Defense Brigade, the Russians advanced to within 10 km and regained artillery reach to Kharkiv.

"As a result of such actions, almost a hundred of our servicemen were wounded, killed, or went missing within the first day of the enemy's advance. The former commander has been detained," the GBI summarized.

The agency's press service reminded of the units suspected of failing the defense of the Kharkiv region: the 125th separate brigade of territorial defense, the 415th rifle battalion of the 23rd separate mechanized brigade of the Armed Forces of Ukraine, led by commanders from the OTG "Kharkiv."

It is worth noting that on January 20, the GBI and SBU reported the detention of three top officers of the Armed Forces of Ukraine suspected of failing the defense of the Kharkiv region in May 2024. The publication UP established that the individuals involved are Brigadier Yuri Halushkin, as well as Lieutenant General Arthur Gorbenko and Colonel Ilya Lapin.
