Once it becomes safe in Ukraine, 30% of those who left after the onset of the full-scale invasion by Russia will return.
This was stated by the Minister of National Unity, Oleksiy Chernyshov, reports Economic Truth.
“After Ukraine implements security measures and stability is achieved, we expect that 30% of Ukrainians will return, as they will seriously consider coming back,” said Chernyshov.
“We also clearly understand that a significant portion of Ukrainians will not return. They have decided to stay where they are. This is not a catastrophe. It must be acknowledged,” the minister added.
He noted that the government is developing practical models to encourage the return of Ukrainians. “We hope this will happen this year,” Chernyshov stated, referring to the emergence of such models.
The minister announced the establishment of special centers in countries where most Ukrainians reside, known as Unity Hub. These centers will offer a range of services to Ukrainians, including employment assistance and reservations, if applicable. This will help avoid situations where a Ukrainian might be mobilized immediately upon crossing the border, Chernyshov pointed out.
He added that any Ukrainian can obtain a reservation from mobilization if it is provided for in a certain employment sector.
According to Chernyshov, Ukraine loses 300,000 citizens annually for reasons unrelated to the war. For post-war reconstruction and to double Ukraine's GDP over the next decade, it will be necessary to attract between 3.1 to 4.2 million repatriates and immigrants.
