The agreement between the USA and Ukraine regarding economic cooperation in the field of natural resources is fully prepared, and there will be no further negotiations on this matter.
On Thursday, February 27, reported on the Fox News channel, U.S. Treasury Secretary Scott Bessent stated.
According to him, on February 28, this agreement will be signed in Washington by the presidents of both countries, Donald Trump and Volodymyr Zelensky.
“This agreement concerns strategically important minerals, oil and gas, as well as infrastructure assets. And it is truly a beneficial option for both sides,” emphasized Bessent. “This shows the American people that there is a benefit for them here. That we have not wasted their money.”
Zelensky confirmed in his evening video address on February 26 that he is flying to Washington to sign the agreement, as Trump mentioned.
The plane of Ukrainian President Volodymyr Zelensky landed on Andrews Air Force Base near Washington on Thursday evening, as reported by Interfax-Ukraine.
“Our teams are working with America, we are preparing for negotiations this Friday. An agreement with America. Support for our state and people. Guarantees of peace and security are the key to preventing Russia from destroying the lives of other nations,” the President of Ukraine said in his address the day before.
He mentioned that the agreed document is a framework and paves the way for more specific agreements.
The official text of the document has not been published. Zelensky emphasized that the main thing for him was to avoid debt obligations:
“There are no debts of 500 billion, 350, or 100 in the agreement; that would be unfair to us.”
Although the issue of security guarantees for Kyiv was key, they are only mentioned indirectly in the text of the document. There are also no obligations regarding the continuation of U.S. military assistance in the agreement.
The Ukrainian government approved the signing of the agreement, confirmed Prime Minister Denys Shmyhal. According to him, the agreement provides for the establishment of a joint investment fund, the funds of which will be invested exclusively in projects for the restoration of Ukraine. At the same time, Ukrainian subsoil and resources remain Ukrainian; they are not transferred into the ownership of either the USA or anyone else. Shmyhal also emphasized that the terms of the agreement do not contradict Ukraine's European integration.
