In 2025, students in grades 4, 9, and 11 are expected to be relieved from the state final certification.

A group of people's deputies has submitted a corresponding bill for consideration in the Verkhovna Rada of Ukraine. However, these changes are still under review by the Committee on Education, Science, and Innovation. They will take effect only after being approved by parliament and signed by the president.

The state final certification is usually a significant stage in assessing students' knowledge. However, its cancellation in 2025 has several key reasons. Firstly, due to the difficult situation in the country, which continues to affect the educational processes, authorities aim to reduce stress levels for students. Secondly, this decision allows a focus on new forms of knowledge assessment, such as the national multi-subject test, which has become mandatory for university admissions.

According to the bill, in 2025, applicants planning to enroll in Ukrainian universities must take three subjects: Ukrainian language, mathematics, and the history of Ukraine. Additionally, they will have the option to choose a fourth subject from the following disciplines: foreign language, biology, geography, physics, chemistry, or Ukrainian literature. This will enable children to select subjects in which they have the best knowledge and that align with their future educational plans.

With the ability to take the NMТ outside of Ukraine, these changes will provide significant support for children temporarily residing abroad due to the war. As noted by Oksana Zabolotna, head of the analysis department at the Center for Joint Actions, this decision will help maintain the connection between children and the Ukrainian education system, as well as preserve the country's human potential.

"The opportunity to take the NMТ abroad will encourage children to continue their studies in Ukrainian schools, even if they are far away. This will help maintain their connection with their native education system and prepare for further admission to Ukrainian universities," adds Zabolotna.

The NMТ exam in 2025 will take place on a single day, simplifying the testing organization process and ensuring the safety of participants. Zabolotna also notes that conducting the exam on one day will reduce the time and resources required for organizing the testing, which is crucial in the current conditions.

The cancellation of the state final certification allows students to focus on learning without the added pressure of extra exams. It will also ease the preparation for the NMТ, which is the main entrance exam. The psychological burden on students will decrease, positively impacting their emotional state and motivation to learn.
