Gas storage tariffs have been updated to include costs for emergency reserves.

The National Commission for State Regulation of Energy and Public Utilities (NERC) has approved amendments for the swift restoration of gas storage facilities.

The National Commission for State Regulation of Energy and Public Utilities (NERC) approved changes to the Methodology for determining and calculating tariffs for storage services (injection, withdrawal) of natural gas concerning gas storage facilities that are subject to regulated access.

The relevant decision was made by the regulator during a meeting.

Since 2016, the Methodology for determining and calculating tariffs for storage services (injection, withdrawal) of natural gas in gas storage facilities with regulated access has been in effect. After analyzing its practical application, NERC developed a draft amendment to the methodology, which includes:

  • improvement of the tariff calculation mechanism for injection and withdrawal services of natural gas;
  • enhancement of the approach to distributing costs between storage, injection, and withdrawal of gas;
  • the possibility of including costs for forming an emergency stock of materials for the rapid restoration of gas storage facilities in the tariff.

As a reminder: on January 28, 2025, NERC approved this draft resolution at an open meeting.

Background. Previously, Mind reported that NERC approved the regulatory fee rate for the first quarter of 2025. The regulatory fee for January - March of the following year will be 0.054%.
