Senkevich stated that the construction of a new water pipeline in Mykolaiv will be overseen by Kim
The mayor of Mykolaiv, Oleksandr Senkevich, explained why it is impossible to restore the water pipeline blown up by Russians from the Dnipro River, what solution has been reached in this regard, and who will supervise the construction work.
The mayor discussed issues related to Mykolaiv's water supply during a broadcast on the "Mart" television channel.
Senkevich mentioned that after the dismissal of the Minister of Community Development, Territories, and Infrastructure Oleksandr Kubrakov and the head of the State Agency for Restoration and Development of Infrastructure Mustafa Naiem, no one has been addressing the construction of a new water pipeline.
- Since the dismissal of these individuals, no one has dealt with this issue because no one wanted to take on the responsibility. At the same time, I want to note that Deputy Minister Shkurakov, who remains in his position, he continued some minor work. He came to review the plan, visited the site where the new pipe is to be laid, - Senkevich explained.
The mayor of Mykolaiv reminded that the decision was made to construct the pipeline not from the Dnipro River.
- Today, the left bank of the river is occupied. We cannot approach the right bank to restore the station that was destroyed by the Russians; moreover, all power lines have been destroyed there. In fact, at this point, there is no way to access the Dnipro, - noted Senkevich.
The mayor shared that previously efforts were made to launch construction with funds from European banks, but it has now become clear that financing will not be available.
European banks are very cautious with their funds and are only willing to allocate them through a procedure where a project is first created, followed by an expert evaluation, and only then a tender. If we go down this path, according to Senkevich, the preparation for construction will take another two years.
- We cannot afford to wait that long, so it was proposed to follow the "Design-Build" procedure. There are its drawbacks and advantages. However, the EIB is not ready to finance this type of work. So, technical preparations are currently being completed.
It was decided that funding will be provided from the state reserve fund, - the mayor reported.
He announced that the construction of the pipe will commence shortly, with several contractors working simultaneously in different locations.
As for oversight of the construction, according to Sekevich, it will be the responsibility of the military administration and Vitaliy Kim.
- The issue of the new pipeline is being handled at the state level — the state restoration agency. Its representative office is the development agency in Mykolaiv region, which reports to the OVA. All oversight matters are entrusted to the military administration and Vitaliy Kim, as this is outside the borders of Mykolaiv, - said the mayor.
Senkevich also explained why he met with the new head of the State Agency for Restoration and Development of Infrastructure of Ukraine, Serhiy Sukhomlyn, given that the issue of the water pipeline is not within his jurisdiction.
It turned out that the city is responsible for modernizing the wastewater treatment facilities. This issue was discussed by local authorities during their meeting with Sukhomlyn.
