Relatives of Kyiv's Deputy Mayor Vitaliy Klitschko, Volodymyr Prokopiv, have purchased commercial and residential real estate during his tenure with the Kyiv City Council and the Kyiv City State Administration. This was reported on October 14 by Bihus.Info.
Volodymyr Prokopiv has been a member of the Kyiv City Council since 2014 and leads the "European Solidarity" faction. From 2014 to 2015, he chaired the land commission, served as secretary of the city council from 2015 to 2019, and became one of Klitschko's deputies in 2021. He transitioned into the city council from the business sector and has worked as an assistant to various members of parliament, including former president Petro Poroshenko.
"Thus, he entered the circles of power as a relatively wealthy individual: his family owned a house and an apartment in the capital, new cars, and had funds in bank accounts, etc. However, over the ten years Prokopiv held top positions, the assets of the official and his close relatives have seen an astronomical increase in both quantity and quality," the journalists noted.
They discovered that Prokopiv's father-in-law, Andrii Shturmay, was the first to acquire new real estate. In 2015, he registered the company "VP SERVICE," and within less than a year, the company purchased approximately 600 square meters of property. This includes an apartment and offices in various districts of Kyiv — the residential complex "Zelenyi Ostrov" in Syrets, the "Parkova Vezha" in Vynohradar, as well as new developments on the Left Bank. In 2020, an additional 150 square meters were acquired in the central residential complex "Tetris Hall."
During this same period, Shturmay had no other business ventures. According to media reports, he earned a "pittance" working at "Ivano-Frankivsk Gas." Prokopiv stated that his father-in-law has worked for many years as a "hired worker" in the construction industry abroad but does not own a business there.
Prokopiv's mother-in-law, Stella Shturmay, also became the owner of new real estate. This includes a private house in the "Nova Khodosivka" housing complex, measuring approximately 180 square meters. At the time of purchase, its market value reached $180,000.
Investigators found that Shturmay's income over the past ten years was "ten times less," and her last known position was as deputy for educational and production work at the Ivano-Frankivsk Art School No. 3. She worked there until 2018, earning no more than 20,000 hryvnias.
Prokopiv's wife, Vera, also reportedly has a place to live. A commercial space in the "Teremky" residential complex, measuring 600 square meters, is registered in her name and was valued at 13 million hryvnias in 2021. Additionally, she invested in a three-room apartment in the "Happy House" complex, paying approximately 2 million hryvnias for it in the summer of 2022. However, it is noted that the developer was selling apartments at double the price.
0Furthermore, Prokopiv has registered the company "VP GROUP." On February 25, 2022, the firm invested in the most expensive residential complex in Kyiv, "Signature." The complex was unfinished, and a one-bedroom apartment measuring 70 square meters was purchased from a previous investor. Klitschko's deputy explained that the investor was leaving the country and requested to sell the property.
The investor turned out to be Prokopiv's friend, Andrii Stetsenko. Reports indicate that his wife works in the Kyiv City Council's secretariat. Her declarations show income "incommensurate with the investments," despite the significantly undervalued price.
1Specifically, Stetsenko paid 1.4 million hryvnias for the apartment in the "Signature" complex in 2019. At that time, the developer was selling one-bedroom apartments for a minimum of 6 million.
"Therefore, there are doubts that Stetsenko was a genuine investor from the start," the investigators emphasized.
The most recent purchase made by the company registered in the name of the official's wife was another commercial space. It spans 70 square meters and is located in the "Metropol" residential complex. Prokopiv stated that the property cost 3 million hryvnias in the spring.
2"This means less than $1,000 per square meter, although commercial space in this complex is currently selling for prices starting from $2,000. Prokopiv claims to be an expert in real estate and simply knows how to negotiate effectively," the journalists added.
Recall that on October 11, journalists reported that the wife of the head of the State Bureau of Investigations, which deals with crimes committed by law enforcement and judges, Oleksandr Hovoryshchak, purchased a house for allegedly three times below market value.
Also on October 11, an investigation was published revealing that the position of chairperson of the Medical and Social Expert Commission costs at least $50,000. In the case of Kyiv, it is twice as expensive.
