SBU reports that 64 individuals are under suspicion due to MSEC checks, leading to the cancellation of over 4,000 disability assessments.

According to information from the Security Service of Ukraine (SBU), representatives of the Medical and Social Expert Commission (MSEC) were part of eight organized criminal groups operating in various regions of Ukraine. These groups have now ceased their activities.

The Security Service of Ukraine, along with other law enforcement agencies, is investigating medical and social expert commissions. As a result of these checks, 64 officials from the MSEC have been suspected of wrongdoing. Additionally, more than 4,000 disability conclusions have been annulled. This was reported by the head of the Security Service, Vasily Maliuk, following a meeting of the National Security and Defense Council.

"In 2024, based on SBU materials, 64 officials from the MSEC have been suspected of committing crimes, and another 9 individuals have already been convicted. Furthermore, at the initiative of the Ukrainian special services, 4,106 disability conclusions issued based on false documents have been revoked," he stated.

Among other things, the SBU has exposed and halted the activities of 8 organized criminal groups that included representatives of the MSEC from various regions of Ukraine.

Specifically, in the Kharkiv region, an organized criminal group consisting of 13 members of the regional MSEC was neutralized. During searches, more than $650,000 was seized from them. Officials sold fake medical certificates to draft dodgers to remove them from military registration due to health reasons.

In the Rivne region, 29 representatives of local MSEC and medical advisory commissions were uncovered for assisting military conscripts in evading mobilization. For money, they issued fictitious medical histories that led to disability group assignments. In total, officials accrued over $350,000 in "profit."

In Mykolaiv, the head of the regional MSEC was exposed, with over $450,000 in cash, a collection of gold items, and three undeclared apartments in Odesa discovered. Most of the assets were "transferred" to her son, a medical university student with Russian citizenship.

In Transcarpathia, the head of the regional MSEC and three of his accomplices were uncovered. They issued disability certificates to draft dodgers in exchange for bribes, enabling them to be removed from military registration. The involvement of the head of the regional MSEC in this criminal scheme is under investigation.

The agency is also examining cases of illegal disability acquisition by certain officials. Currently, these checks involve nearly 2,400 such individuals.

Recall that on October 4, law enforcement in the Khmelnytskyi region uncovered the head of the regional MSEC center, Tatyana Krupa, and her son — the head of the regional Pension Fund management, for illegal enrichment. During searches, they found nearly $6 million in cash in various currencies.

The State Bureau of Investigations in Khmelnytskyi is also reviewing lists of individuals found during searches in the official's office. According to attorney Natalia Svirnevska, all listed individuals must be located and verified by pre-trial investigation authorities.

Subsequently, Ministry of Health specialists reviewed nearly 19,000 conclusions from the MSEC of the Khmelnytskyi region linked to the criminal case against commission chair Tatyana Krupa, deciding to reassess the decisions regarding 74 military conscripts. Some decisions regarding the determination of disability levels were fully annulled.

It is noteworthy that on October 9, three residents of the Rivne district established a scheme to evade mobilization. The women arranged for fictitious documentation through acquaintances who are doctors, which was then submitted to the MSEC for disability group assignments. These documents enabled unhindered travel abroad. The cost for these services amounted to $16,700.
