The Ministry of Defense states that individuals deemed fit for limited service can only undergo the military medical commission with a referral from the TCK.

To issue a referral, the Territorial Recruitment Center (TCK) must summon the conscript with a formal notice. If such a notice was not received, the individual must personally request the referral.

The Ministry of Defense of Ukraine has clarified the details regarding medical examinations for military conscripts and those deemed partially fit for service, as well as the consequences of violating the law. As stated on the ministry's website, currently, undergoing military medical examination is only possible through a referral issued by the TCK.

It is important to remember that citizens who were recognized as partially fit for military service before May 4, 2024 (prior to amendments to the military service and duty law) must undergo a repeat medical examination. The law specifies that citizens are allotted 9 months to complete the repeat examination, meaning that the VVK must be completed by February 4, 2025, at the latest.

Citizens with the status of "partially fit" can currently only receive a referral through the TCK: they may either be summoned by a notice and provided with a referral, or they can independently request a referral for the repeat VVK.

At the same time, the Ministry of Defense emphasizes that if an individual with the status of "partially fit" fails to undergo the repeat examination by February 5, 2025, their electronic military registration document in the "Reserve+" app will remain unchanged. However, if the TCK sends a notice for the VVK and the conscript does not respond, their status in "Reserve+" will change — from that point onward, the citizen will be declared wanted.

In the event of failing to comply with the directive for timely completion of the VVK, citizens will face penalties in accordance with the Code of Ukraine on Administrative Offenses. Offenders may incur fines ranging from 1000 to 1500 non-taxable minimum incomes of citizens.

It is worth noting that these clarifications from the Ministry of Defense of Ukraine do not align with the claims of MP from the "Servant of the People" party, Fyodor Venislavsky. He asserted that the term "partially fit" has been canceled in the law, and that no one would be summoned for the VVK — they would need to come on their own and undergo repeat examination in a timely manner. Such statements from the official became known on January 17, 2025.

A few days prior, on January 14, the Minister of Defense of Ukraine, Rustem Umerov, announced that electronic referrals for the VVK would be available in the "Reserve+" app as early as January of this year. Thanks to this innovation, citizens will have the opportunity to send requests for VVK referrals through the mobile app, as well as receive notifications with the necessary information and proceed to the medical institution specified in the document without having to visit the TCK.
