The Ministry of Justice will examine the complaint from the Ministry of Defense regarding the legality of changing the head of the State Enterprise "Defense Procurement Agency".

It is noted that on January 30, a complaint from the Ministry of Defense was submitted to the Collegium for the consideration of complaints in the field of state registration at the Ministry of Justice, challenging the decision of private notary Ivashchenko N.V. dated January 29, 2025, concerning amendments to the information about the head of the State Enterprise "Defense Procurement Agency".
“The essence of the complaint lies in disputing the legality of the change of the head of the State Enterprise 'Defense Procurement Agency' from the acting director Zhummadilov A.K. to Bezrukova M.V., who was removed from the position of director by an order of the Ministry of Defense due to an internal investigation,” the message states.
The Ministry of Defense believes that the decision to change the head was made in violation of the requirements of legislation and the charter of the enterprise.
The Ministry of Justice will review the complaint in accordance with the established legislative procedure.
In just a week, this marks the third change of the head of the DPA in the state registry. Recall that on January 24, the Minister of Defense stated that he would not extend the contract with the director of the Defense Procurement Agency, Marina Bezrukova, contrary to the decision of the Supervisory Board. Additionally, Umierov recalled the state representatives from the Supervisory Board – Chmut and Dzhyhir. The minister "appointed" Arsen Zhummadilov from the State Rear Support Operator as the head of the DPA.
The Anti-Corruption Center stated that the Minister of Defense does not have the authority to appoint or dismiss the head of the Agency and filed a complaint against him with NABU for exceeding his official powers. The Bureau has opened criminal proceedings against Umierov.
