Residents of the building at Admiral Street, 32, in Mykolaiv are unable to receive compensation under the "eRecovery" project until the structure of the building itself is repaired, but there are no funds available for this restoration.

On Wednesday, February 12, residents gathered near the building at Admiral Street, 23, for a meeting and technical inspection with representatives from the city authorities and the contractor. Initially, it was expected that the head of the Central District Administration, Alexander Beryza, would attend, but he sent only two mid-level officials in his place.
The contractor's representative, who refused to identify himself to the journalists, informed those present that an inspection of the site is currently underway. Last year, 53,000 hryvnias were allocated from the city budget for these works. However, according to the contractor's representative, the timeline for the work has been extended because the building is "non-standard"—it features a combination of wooden and concrete structures. He also mentioned that additional funding may be required for the inspection. Tentatively, the contractor is expected to complete the inspection by April.
- There is targeted restoration. I have been instructed to restore all load-bearing and enclosing structures and to create an attractive facade. But since each apartment has its own interior, there are points where the reconstruction project ends, and there are nuances that must be addressed under a different program. Your building will have shelter for all residents. For the 4th entrance, which will be restored, we have designed shelter; naturally, there will be water supply and sewage... We are designing common areas and utility connections to the apartments. Plus, we will restore damaged main load-bearing enclosing structures. We will completely redo the facades and insulate the building. We are discussing the project solution. You submit for apartments through "eRecovery," - said the contractor's representative.
The head of the restoration department of the Central District Administration, Svitlana Kondrat, explained to the residents that they need to submit applications for a re-inspection of the damaged property, which can be done through "Diia," but the system may "not see" the application if the data in the CNAP is not updated. She also pointed out that the "eRecovery" program has a list of items for which people cannot receive compensation. She suggested they familiarize themselves with this list to understand what they can expect. The maximum compensation amount for housing repairs under the "eRecovery" program is 350,000 hryvnias, but it is not guaranteed that every homeowner will receive this amount, as the calculation will take into account existing damages and exclude those that cannot be financed through the program.
The first entrance of the building suffered the most damage—it is completely destroyed. The chief specialist in the socio-economic development sector of the Central District Administration, Volodymyr Sovenko, explained that residents of the entrance should apply for a certificate for the complete restoration of the destroyed housing.
Furthermore, Svitlana Kondrat emphasized that no resident will be able to receive compensation until the "common areas" are restored.
- We will conduct the inspection, but if the common areas are not restored, people will not be able to receive compensation. Because as long as the common areas are not restored, there can be no talk of compensation, - she stated.
At the same time, the representative of the housing and communal services department, chief technical supervision specialist Yevhen Zadorozhnyi, shared that there is currently no funding for the restoration of the building's structure—none is allocated in this year's budget, and donors have not yet been found.
Meanwhile, the residents of Mykolaiv are unsure where else to turn to expedite the restoration of their building. They cannot live in the emergency building and are forced to rent accommodations, which is not cheap. People say that the technical condition of the building is deteriorating, as much time has passed since the destruction, and no restoration work is being conducted.
- They promise to finish the project in April, but there is no funding. There are funds for parks—150 million last year and a million for a bench on Soborna, but there is nothing for people's housing, - summarized one of the residents, a well-known Mykolaiv builder, Viktor Zahoruy.
As previously reported, on the night of June 20, 2023, Mykolaiv was attacked by enemy missiles. As a result of the shelling, a three-story building on Admiral Street, 32, was damaged. The bodies of two deceased individuals, a retired couple, were recovered from the rubble.
