When the total amount due for utility services exceeds a family's average monthly income by more than 20%, the family has the right to apply for a housing subsidy, allowing the state to cover the difference. This was stated during a broadcast on "Kiev24" by economist and former advisor to the President of Ukraine on economic issues, Oleg Ustenko.
"There are provisions in our legislation that stipulate if total utility payments exceed 20% of a household's income, then the state should subsidize everything above that level," — explained the economist.
For instance, if a family of two has an average monthly income of 20,000 hryvnias, then 20% of this amount is 4,000 hryvnias. If the utility costs exceed 4,000, the state should cover the difference. Therefore, if such a family receives bills for 5,000 hryvnias, they are entitled to compensation of 1,000 hryvnias.
In response to a question about the threat of rising utility tariffs, the expert stated that due to the differing prices for enterprises and households, a deficit in the state budget could arise.
"No economy can function effectively if it is constantly subsidized. It cannot be the case that subsidies are provided to everyone all the time. If subsidies are given to everyone, it indicates a significant problem with the state’s economy," — noted Oleg Ustenko.
Recall that on October 19, lawyer Stanislav Liflyanchik discussed what Ukrainians should do if they owe large sums for heating. He advises Ukrainians to contact their local heat and utility company with a request for debt restructuring. To do this, they need to have funds for a minimum payment. According to the lawyer, companies typically cooperate with clients and grant extensions.
It is also worth mentioning that on October 17, media reported that utility services may increase in price in 2025. The National Bank of Ukraine predicts a rise in gas, heating, and hot water prices next year following the lifting of the moratorium on tariff increases. Costs are expected to gradually rise to economically justified levels.
