The city council did not grant permission: a war veteran in Zhytomyr is unable to have a lift installed in his building.

In Zhytomyr, veteran of the Russian-Ukrainian war Ivan Nedobryk, who suffered a spinal injury and moves in a wheelchair, has been waiting for over six months for the installation of a lift in his building. This was reported by "Channel 24".

Ivan informed reporters that he reached out to the authorities back in April 2024, but the lift installation has not occurred due to the lack of a contractor.

"Eight months have already passed, and it's still unclear. No one keeps us informed; they just say to wait. I feel so disheartened; it’s such a barrier..." — shared Ivan with "Suspilne" journalists on January 14.

The veteran was willing to cover the costs for the installation of the inclined lift himself, but the city council stated that they would not grant permissions, as such work must be carried out solely by them.

After this story gained attention, on January 23, Ivan received a call informing him that a contractor had finally agreed to take on the project and invested their funds in the Dnipro plant that manufactures lifts.

"I believe it's the same plant that produces them. Their website shows everything is certified. They have all the documents confirming that this lift is not for cargo but specifically for people with disabilities, yet the city council assured me that they wouldn't grant permissions and that only they can perform such work. So I waited," — the veteran explained.

Now, Nedobryk needs to wait another two months for the lift to be manufactured, followed by a certain period for its installation.

The Lack of Lifts in Buildings — A Common Problem

Journalists noted that in the building where the veteran lives, three more families also require such a lift. This issue is widespread not only in Zhytomyr but also in Kyiv.

Fellow veterans confirm that everyone is in a similar situation and forced to wait for long periods.

Currently, Nedobryk is assisted by his 62-year-old father, who is also a veteran and finds it challenging to constantly help his son up and down.

"This is a very serious barrier because I am mobile; I have my activities and errands. This barrier dampens my motivation and my mood. And in the evening, when you see your father struggling and holding his back — it’s really disheartening," — Ivan emphasized.

Recall that in December 2024, a conflict arose between the residents of a building and a war veteran who wanted to install a ramp in the entrance.
