A draft law No. 12147 regarding the demobilization of Ukrainian men aged 18-25 has been submitted to the Verkhovna Rada of Ukraine. The document has already been forwarded for consideration by the Committee, as stated on the official VRU website.
The draft law indicates that if passed, it will affect men aged 18-25 who were classified as unfit for military service during wartime and were mobilized after this classification was lifted. Additionally, lawmakers advocate for the exemption of citizens in this category from service and their transfer to the reserve. However, such Ukrainians may continue their military service in the Armed Forces of Ukraine if they wish to do so.
Mobilization and Demobilization in Ukraine
On October 9, 2024, the VRU adopted a draft law exempting men under 25 from mobilization. However, the Speaker of the Rada, Ruslan Stefanchuk, noted that if such citizens had already been mobilized, they would not be released from service.
Former Commander-in-Chief of the Armed Forces of Ukraine, Valeriy Zaluzhny, also emphasized the need to "protect" the 18-25 age group, stating that Ukraine will need them in 20 or 30 years. To ensure its future, young citizens are essential.

Earlier, UNIAN reported that economic demobilization is needed in Ukraine.
"To reduce the level of tension, some mechanism needs to be devised. If we are talking about economic reservations, we must also discuss economic demobilization," believes lawyer Taras Borovsky.
Furthermore, Stefanchuk explained the situation regarding the demobilization of military personnel under 25. According to him, simple demobilization could lead to the collapse of certain frontlines, making "populist solutions" potentially very dangerous.
