"Fair Contract": Ukraine is reforming its mobilization process to enlist those aged 18-25 into the Armed Forces, according to media reports.

The reform of the military recruitment system will help attract young soldiers and boost personnel numbers. To achieve this, appropriate financial incentives and guarantees have been established.

Ukraine is in the final stages of developing a reform for the military draft, aimed at recruiting men aged 18-25 into the ranks of the Armed Forces of Ukraine. This was reported by Associated Press.

Colonel Pavlo Palisa, deputy head of the president's office, informed journalists that Ukraine is exploring new options for conscription, as the existing system inherited from the Soviet era hinders progress.

One of the initiatives is a plan that Palisa referred to as the "fair contract." According to him, this plan includes:

  • financial incentives,
  • clear guarantees for training,
  • measures to ensure dialogue between soldiers and their commanders.

The plan primarily targets 18-25-year-olds who are currently exempt from mobilization, as well as Ukrainians who are eligible for deferment or were exempted after the mobilization law was enacted.

Palisa stated that this work is in its final stages and could help respond to calls from the Biden and Trump administrations for Ukraine to increase its army size by lowering the draft age.

"At this point, I believe we need to start an open dialogue with society. Because the defense of the state is not only the duty of the Armed Forces. It is the responsibility of every citizen of Ukraine, and it is his duty," said Palisa.

He emphasized that Ukraine has a "huge" mobilization resource, and therefore, the question of why mobilization efforts have not been successful is currently being examined.

"In fact, we have a vast mobilization resource. In my opinion, it currently exceeds what we need to address specific tasks at the front. The mechanism we have now does not allow us to be as effective as we could be," Palisa stressed.

Journalists also noted that despite Ukraine enacting a mobilization law last spring and lowering the draft age from 27 to 25, these measures have not had the desired impact on replenishing ranks and compensating for losses on the battlefield in the war with Russia.
