To restore air travel in Ukraine, the Ministry of Communities and Territories Development (Ministry of Infrastructure, or Minrestoration — abbrev.) has created a roadmap that, among others, was developed with the military command. The roadmap was presented at a special event attended by representatives from 100 airlines (from Turkey, Poland, Australia, the UK, the USA, and Ukraine), insurance companies, directors of the "Boryspil" and "Lviv" airports, diplomats from the US and UK embassies, and representatives from the Polish Air Navigation Services Agency. The details of the plan to restore the operation of Ukrainian civil aviation were shared by the Ministry of Infrastructure's press service on the agency's portal.
The presentation of the roadmap took place on October 30, as stated on the portal. It was developed by the Air Command of the Armed Forces of Ukraine, the State Aviation Service, Ukraerorukh, and leaders of international Ukrainian airports. While specific details of the roadmap were not disclosed, it was noted that restoring air travel is a strategic task, and today's presentation is the first step in this direction.
"During the war, our strategic task is to preserve aviation infrastructure and qualified personnel so that when the time comes, we can restore civil flights as quickly as possible," the press service quoted the words of the head of the ministry, Deputy Prime Minister Oleksii Kubel.

It should be noted that civil air travel in Ukraine ceased on the first day of the Russian invasion. However, on October 22, 2024, the specialized information portal "Wings" reported that the Ukrainian airline "Supernova Airlines" (affiliated with "Nova Poshta") received permission for 14 flights per week. The flights were supposed to depart from Lviv and Kyiv to Prague. Later, there were clarifications from the press secretary of "Nova Poshta," Marina Azizova. The press secretary stated that no flights in Ukrainian airspace are planned, and the flight permissions were obtained in anticipation "for the future."
