The Verkhovna Rada has approved the revised draft law No. 12295-d on amendments to the Law "On Mandatory Insurance of Civil Liability of Owners of Land Vehicles" regarding the compensation of expenses for certain categories of individuals. A total of 279 deputies voted in favor.

This was reported by the head of the Financial Committee of the Verkhovna Rada, Danilo Hetmantsev.

According to him, the revised draft law proposes:

  1. To establish, starting January 1, 2025, during the period of martial law and for one year after its conclusion, the rights of combatants and individuals with disabilities due to the war to receive compensation for their insurance premium expenses for domestic insurance contracts from the State Budget of Ukraine;
  2. To permanently reduce the insurance premium by 50% for individuals with disabilities due to the war for vehicle insurance (up to 2500 cm³ or 100 kW), provided they drive it themselves or transfer it to other beneficiaries and do not use it for paid transportation.

It is noted that the revised draft law has been developed to maintain and enhance social protection for combatants and individuals with disabilities due to the war through:

  • compensation for expenses related to the payment of insurance premiums for the conclusion of domestic mandatory insurance contracts;
  • a temporary exemption for these individuals from the obligation to have a mandatory insurance contract until June 30, 2025, which will help avoid additional financial burdens on families during the challenging period of martial law.
