According to data from the Unified State Register, since the onset of the full-scale invasion, Ukrainians have registered over 763,000 individual entrepreneurs (FOPs). From February 2022 to January 2025, 685,000 entrepreneurs ceased their operations.

“Despite the risks posed by the war, the FOP economy set records: since the registries became operational in March 2022, more FOPs have been opened each month than closed. However, by the end of 2024, the situation changed—likely due to an increase in the tax burden on entrepreneurs,” the report states.
Analysts note that January 2025 recorded an anti-record following almost a month of non-working registries. In just a few weeks of January, 61,455 FOPs were closed, while only 21,358 entrepreneurs started their own businesses.
According to the report, FOPs have paid a total of 126 billion UAH in taxes over nearly three years of full-scale war.
At the same time, the amount of single tax paid by entrepreneurs has been increasing year over year, except for 2022. Last year, the revenue from the single tax was 1.6 times higher than in 2021: 55.1 billion UAH compared to 34.8 billion UAH.
