How Legislation Changed from January 31, 2025 to February 5, 2025

1. Regulatory Acts

Cabinet of Ministers of Ukraine:

• Document: Resolution dated January 31, 2025 №108 (adopted on February 4, 2025) regarding the development, production, and release of new types of defense-related products.

Essence. From now on, computer programs are recognized as part of armaments and military equipment. It is noted that these changes will expand the capabilities of developers of specialized computer programs used in defense products. Developers of such software will also have access to state services utilized by manufacturers of military equipment. Consequently, they will be able to obtain critical status and reserve up to 100% of their employees, as well as benefit from a credit program for defense industry manufacturers at an interest rate of 5% per annum.

• Document: Resolution dated January 31, 2025 №101 (adopted on February 4, 2025) approving the requirements for the qualification of personnel and technical means used by business entities for the detection of radio interference sources.

Essence. The provisions of the approved requirements are mandatory for business entities – residents of Ukraine, who are conducting (or intend to conduct) activities related to the detection of radio interference sources at the initiative and expense of applicants (users of the radio frequency spectrum).

A business entity conducting or planning to conduct activities for detecting interference sources must:
